First of all ...

This tutorial shows a way to make sketch rendring and animation without any plug.
This technic uses "Fractionnal Frame" option although check in our "General options" panel if this option is on.
For the user of Fprime i don't know the result of this technic with the 2.5D motion blur.

About the mesh ...

The mesh need to have a high polycount to obtain a good effect.
If you use lower polycount, you'll obtain something more coarse.
The best way is to subdivide your mesh one time.

Surface Panel has not important setting for this effect but
don't smooth to much your surface ...
My surface is a simple white, smooth : 35°

Layout part ...

The sketch effect use fractional frame and motion blur.
Turn on Fractional Frame and choose a value for the motion blur
.
I use a 25% motion blur.

Choose a procedural texture and set the parameters to obtain a light displacement
The procedural texture here is a turbulence on Z axe and the same one in X axe.

For the rendering of the edges, don't choose a pure black for the lines. My scene is almost pure white so i choose a dark gray.
Try set the color of the line depending the main color of your scene ( for a scene colored
with yellow and orange, set the color of the edges to a dark brown).

Set your light (a simple spotlight or distant), switch on "Shadow Noise Reduction" , add a little fog i you want and you can try a first rendering for each procedural texture.
Motion blur will smooth the displace althought don't hesitate to increase the texture value a little more.

Now, you have to use the motion blur to add confusion in the edges

With the motion blur, Lightwave use fractional frame to render "sub-frames"
between 2 "main-frames"
... the number of "sub-frames" depending of the value of the antialiasing :one frame for each pass.
The beginning of this rendering depending of your moiton blur value.

if you set your motion blur to 25%, set the enveloppes like this :

The first procedural texture is rendered since the frame 0.75 (value 100%) until the frame 0.875 (value 0%)
On frame 0.875 the second texture is rendered until frame 1.

Set the two behaviors to repeat !
